Principal Chief Projects - Contract Position

- BECIL, a Government of India Enterprise under the Ministry of Information & Broadcasting, invites applications for a Principal Chief Projects position on a contract (full-time) basis.
- The role involves overseeing multiple programs/projects, providing leadership to project teams, and managing documentation such as RFPs, EOIs, contracts, and MoUs.
- Responsibilities include developing project scope, deliverables, budgets, timelines, and ensuring optimal ROI for programs. The candidate will also identify risks, manage budgets, and coordinate cross-project initiatives.
- The position is based at the Corporate Office in Noida or Head Office in Delhi and requires strong experience in Program/Project Management for Central/State Government, Autonomous Bodies, CPSEs, or Armed/Para-Military Forces.

- Age Limit: Maximum age as of 31 March 2026 is 60 years.
- Qualifications:
- Essential: Full-time degree in B.E./B.Tech/M.Tech/MCA in Electronics/E&TC/IT/Computer Science/Computer Engineering/Electrical/Mechanical or allied disciplines from a recognized institute/university.
- Desirable: Master’s Degree in Business Administration (MBA in Finance/Operations/Projects), PG Diploma in Contract Management/Project Management, or PMP Certification. Additional qualifications will be considered based on role suitability.
- Experience: At least 20 years of cumulative experience in Program/Project Management (Planning/Execution/Implementation/Monitoring of high-value projects).
- Must have strong experience in drafting documentation (RFPs, EOIs, Contract Agreements, MoUs, LOIs, Work Orders).
- Must be well-versed in Government regulations (contracts/project execution), CVC guidelines, and Labour Laws.
- Previous Employment: Must have previously served in regular (non-contractual) capacity for a cumulative period of at least 20 years in one or more of the following:
- CPSEs (Central Public Sector Enterprises)
- Central Government Group ‘A’ officers (including Armed Forces/Para-Military)
- State PSEs with an annual turnover of ₹500 Cr or more (for the past 3 years).
- Last Pay Scale: Must have drawn one of the following from the listed organizations:
- Equivalent CDA Scale as per 7th CPC: ₹78,800 - ₹2,09,200 (revised) or PB-3 + GP ₹7,600 (pre-revised).
- Pay Scale in IDA pattern before 3rd PRC: ₹32,900 - ₹58,000.
- Pay Scale in IDA pattern after 3rd PRC (w.e.f 01.01.2017): ₹80,000 - ₹2,20,000.

- Applications will be shortlisted for interview based on credentials and suitability for the position.
- Shortlisted candidates will be called for an interview in physical/virtual mode. Only shortlisted candidates will be informed.
- Selection will be conducted by a Screening-cum-Selection Committee constituted by BECIL.
- Final selection depends on qualifications, experience, suitability for the post, and performance in the interview.
